He didn't illegally redistribute the software, he also did not sell or make a profit off this. Also iphones and phones in general are made to be reused so you don't have huge landfills of dead phones. Instead everyones old phone goes back to china or other places where they sell the parts individually for repair.

Even if it is illegal, as long as they aren't making a profit then it's alright. It's like when you buy a video game then download a rom of that game. So long as you aren't redistributing it then it's legal since you bought the game. Same applies in this situation.

Now those chinese people selling a million iphone hdds may be breaking some fair use laws but I think apple would rather have them resell it then throw it in a landfill.
