I usually go with plastic. Plastic typically has handles and paper does not so it's easier to carry multiple bags when you go grocery shopping.

Plastic bags are always good and I could always use them for multiple different purposes. Though they are horrible for the environment. I try to just not use bags all together if I can avoid it.
