Yes, it can. Through "Unauthorized transaction". If you paid through your credit card you can chargeback through your bank and there's no way the other user can win it.
But, friends and family can be hard to win.
I've personally never done any refunds but can it be done? If so, easily or...?

Of course.
There are two ways people do it.
One is by paying via a vpn and claiming it was unauthorized to PayPal.
The other is disputing via bank if it was paid via a visa directly
PayPal doesn't care about Skype chat logs. Since you have no proof it's them. No matter what. I've had a dispute a year back and found out that myself.
But, there's no hurt in trying. You can't do ANYTHING about a bank chargeback. Also, PayPal will charge you $20 if the person chargeback through bank.
That's why you need to be careful.

Yes , it can.
Maybe when send money via f&f , ask for a note that say "no refund"
Yep, some people claim they have methods to win f/f chargebacks, but using bank cards can really screw someone over.
My partner and I had 2 chargebacks so we lost the money we got plus $40 out of our own pocket. Always make sure that who you are dealing with won't do that.
Thanks buddy. Real good insights and advice right here. Appreciate it.

That would it ideal if you're using your main paypal. I've read that notes can often screw you over when you're using stealth. Hence, by typing stupid stuff on notes can get someone's stealth paypal limited.
