It does not matter how many games or how many years an account has. If you want to be able to trade you need to have steam authenticator on your phone and connected with your steam account for at least 7 days. If its a new account you need to spend at least $5 to start using the market I believe. You wont be able to find any accoutns that are ready to trade unless they are selling you the SDA with it, which would pretty more expensive. Your best option is to find like a $2-3 steam account and activate steam guard now.
