How to inject files like DTX or LTB?

Hi, I was searching for some mods and found something interesting but it requires me to inject two LTB files to CHARS_M_HEAD and the dtx file to CHARS_T_HEAD. So I don't know how to do that It would be helpful if someone would explain the process

Ok i know how to inject it. all i wanted to know was about the software to inject it with
