You have to have internet to use a client, because client are based off of actual runescape.
If you don't want anyone to join, and its just you playing, then just don't allow anyone on your server (Don't portforward, or anything like that)

lol , the only thing you need internet for is downling the server and the client.
because its not true that all clients run on the runescape one...
they all stand alone they got their own cache and own files.
Do not portforward, that will allow the connection of players through the default port, which is usually un-editable. If you are making your server just to have fun, just enjoy it, you need to do nothing extra. Just one thing less.
If you want players to be able to connect to you, portforward to a different port, such as 5699 or something like that. This will allow you to let your friends connect, but only the people you tell it to. You can choose any port up to 5 numbers. Make sure you remember it.
But also note, you will need a cheatclient to change the port, or any client that allows you to change both port and IP.
