I managed to find some games and get xp found a few values in CE but they don't seem to do anything unlike infinite warfare where xp values were easy to find. Is the xp on this game stored on the server side now?

If the stats are server side no you will not get a unlock tool. Thats probably the reason no one has released new offsets because the level stuff doesn't work anymore.
