The only way to change a Static IP is not to release it ; It's to force the DHCP Server to give you another.

Yes, Your Modem's IP will be transfered to your Router, But your router will give your computers local IP(s), So you can't change your External IP's this way if you have a router.

You IP will pheraps change if you unplug your router if you have a dynamic IP and that your router is not configured to keep a specific one.

You can't play through proxy, it's likely not possible.

That's stupid, some legit players with dynamic ip will get trouble if u do so because ip changes everytime computer is restarted or turn off/on (internal modem). I feel sorry for those legit people who got banned later because of your lame idea above.
