I've been using Nord for over a year now, also wanted to search for VPN's that weren't so heavily blacklisted.
Most VPN's with enough infrustructure to have connections to tons of countries, including the Netherlands, often get blacklisted extremely quickly. From what I've tested with the largest other VPN's, the VPN ip's are all blacklisted and on known lists, meaning there isn't going to be a solution that is as user-friendly / large and well vetted as the major paid VPN's.
I had the same problem when needing to get into China and not be on any major blacklists. Essentially had to go and look for VPN's marketed at native chinese people for internet security inside of China to do it, rather than using a foreign service, which might be what you have to do as well.
So essentially, go set your connections / search engines to netherlands, and use whatever language they use in the nether to search around for VPN's marketed to native people for internet security, just offering local servers rather than foreign services, as well as being small in terms of company size.
