Create new account after being banned

Soooo,

my account got banned for boosting a few months ago. First thing I did was waiting until i could send an appeal to the osu! support. Sadly I was banned like 2 years ago for cheating and the support doesn't want to give me another chance. To create a new account i actually tried everything but I'm clueless why my new accounts still get banned. When i create a new account it gets restricted like 1 minute after playing without even submitting anything. I just get messaged "Your account is currently in restricted mode. Please visit the osu! website for more information" by BanchoBot . Before creating a new account i changed my HWID, uninstall ID, ssd UID and restarted my router (since i have a dynamic ip this should be enough). Idk what else to do honestly so I am here asking for help.
