CF client error 31-9 when i modify a rez file

so whenever i modify a rez file , i get CF client error 31-9

what i did was > extracted RF017.REZ using a tool i found on MPGH : https://www.mpgh.net/forum/showthread.php?t=1211669

i then opened the .DTX file using photoshop CS4 , and edited it , and then saved it as s3t DTX5(4:1) , the file size is equal to the original DTX file , i then injected it using the extractor/injector tool , then i copied the modified RF017 and pasted it into the CF rez folder , but when i join any game , i get the same error.

how to bypass this error , is it because the tool i used is patched now and no longer works ? what can i do ?

Make sure your file size is the exact same as the original file as shown in the picture
