If you try to log in but can't get the password right, they don't IP ban you...it's just like any Login, keep trying, and you'll be unable to. I once put the wrong password too many times for this one program, and it said to try logging in in 24 hours.

if you did youir appeal it may take 4-12 weeks before they look at them. evan then they might not care.

if its for bad pass ONLY you will get it back, if u have the right e-mail... and or birthday... but how did u appeal if ur blocked ?
