    Naw it's not that, its just there aren't nearly enough GM's to be in every game that there is a hacker. Have to remember Nexon is still a company, and profit is everything they only want to hire as many GMs as is necessary.

    GM is some nerd nexon hires to hide in games to catch hackers.

    They usually will just hide under the map or in something to try to catch hackers, only way to see them is with wallhacks/chams and that sometimes doesn't even pick them up.
