The only games this would work for are ones that use CShell (CA, CF).
The number is the value your pushing to the console/function. If you were to just say ptc("nxchams") it obviously wouldn't do anything because it wouldn't match any parameters of the function.
No, this is the easiest way to make some hacks. Hacks like chams and no fog and wireframe and all that are of course possible, you would just need an undetected DIP. Like for example:

That is code to turn on wireframe. All the PTC's can be made using conventional hacking means, it just requires more work.
