Are combat arms hacks ILLEGAL or any other hack for like games??

Hacking FPS games is not illegal(for the most part).
Hacks that require server packet editing ARE illegal, but no public hacks contain these, so you need not worry.
The worst possible thing that can happen to you is an IP and MAC ban from a game. This will most likely not happen to you, unless you get a shitoad of accounts banned.

Yeah, it's illegal to actually make and post the hacks though. They won't target individuals though (Nexon's too lazy). They'll most likely target the website providing the hacks (which they won't coz they're also too lazy).

First of all you're breaching the Term of Agreement (Also known as Term of Service; ToS). The ToS said no cheating or using third party programs to cheat/give you an advantage. You breaking that ToS is illegal as you're breaking a contract, a contract is uphold by the law and if Nexon wanted, they can sue you for damages made from breach of contract.

Second of all, when you're breaking the ToS, you're also breaking the ToS on your computer. You do not own the computer, you do not own any software on the PC. Instead, you sign an agreement saying you'll follow rules and laws of your countries and that varies. But, if Microsoft wanted to sue you because you illegally use their system for bad, they can! You don't own the game, you don't own much of anything you use on the PC, instead you agree to a contract and when you break that contract and keep using their program or software, you can be sued.

but generally, it's not illegal, if you were to get a hold of their files (the server files)
the ones you can't touch because they're at the Combat Arms / Nexon building computers, and you distribute it, then it's illegal.
