Yes u need a valid korean cell phone if u try to start game for clicking exe file at desktop and then it's sends u too kwr site where u need to login.

But there is another way to play KWR free for not to be korean:
YOU JUST NEED TO START GAME WITH NEXON PLUG AND MOVE WITH ARROW KEYS WHENU SEE THE WARROCK IMAGE IS SHOWN AND THEN PRESS PLAY BUTTON AND THEN PRESS GAME START AND LOGIN INTO yupiiiii
