Steam problem

i hope someone can help me
i have a problem
i wanted to buy black ops via steam with a paysafecard
but when i pressed buy it was loading all the time
then i decided to end steam and try it again
now and my games there is black ops but when i try to start it says
that the transmission is not completed yet
i coulnd even write the code of the paysafecard
this means that i didnt pay
but now i cant play the game
and cant buy it again because it says there is a problem

hmm maybe give it a day to calm down, to see if you did/'nt recieve the game,
maybe restart pc, and try again.

could i make another steam account buy it there as a gift and send it to my main acc?

Exit Steam, and open Steam again. Restart it.
Otherwise, if you don't have other games on your Steam account you could just sign up for a new Steam account and try it again?

Or gift it.
