Haven't read that anywhere, but maybe it's the same way as in Modern Warfare 2?
Delete player files from Steamapps or something, play a few rounds and SteamCloud will save your new Rank

Program Files -> Steam -> Steamapps -> *Username* -> Black Ops Folder -> And then remove the playerfiles I believe..

Not 100% sure, but you could just Google the way it works for Modern Warfare 2 and try that for Black Ops

Its impossible.
If you could restart your stats for deleting files then you could edit your stats.
They are stored on steam cloud so its impossible.

And they won't reset ranks for people manually, they've got better things to do.
