Is it possible to change flags textures? (warrock/textures/flags)
i tryed couple mothod like convert to jpg, edit and then back and also with nvidia ps plugin but no luck, it stays white ingame...
so is it even possible to edit ingame textures ?

The 'flag' textures are not editable since they can't be found in the UI or sprite folder.
WarRock and Hackshield both check the CRC-32 value of the files that are not in these folders.
If the CRC-32 Hash Value of a file is not the same as the 'to check' value, then warrock will not display the texture and may even not start.
Some people claimed to have modified these textures anyway.
2 myths of doing this are:
-Editting the CRC-32 Hash Value to it's original value without changing the texture. This requires some serious Hex Editting knowledge.
-Editting Hackshield and the WarRock client so they do not check for the CRC-32 Hash Value.
