Vectoring is not just random dots all over the place similar to the colors in the original image. A vectored image is supposed to look smooth and idk how to describe it, but not like this.

Tracing it could either mean two things: it was "painted" over a premade background, or it was live traced through Illy.

Neither of those are vectoring, and this piece is not vectoring. Vectoring is creating something within Illy that is exponentially able to zoom in whilst maintaining all of it's detail. This piece looks raster based therefore it'll lose its quality if zoomed in.
