How to: give weapon/killstreak/ammo?

Hello, i have a question.
I everyday playing alter with friends, one my friend yesterday said: "I want to get spinning nuke emblem legally!".
Today he has a birthday, and we planning to give him present (that's emblem). I need a command, without mods (but mods doesn't working in private matches), which would i'll give to him nuke killstreak, i know, i must activate cheats, but how to give him killstreak?
We planning to play like a noobs, and when he reach the 25 kills, give to him nuke, but he hasn't got selected nuke, so we'll say "WTF? Bug?", and he'll think that's really bug, we'll do this 15 times.

You can't it's best to edit a save file actaully, it's the only way.

Yoi can give him nuke in carepackege
i now it is posible but dont know command

you can change the chance of nuke in care package to 99999
than you get every time a nuke in your care package
and not hard to do
or by on playerspawn
give nuke code
