I noticed the wheel was being a bit unfair and I notice how unfair and lopsided it is.

Slots: 12
Weapon slots: 8
Forged slots: 4

Red are custom items to use for weapons.

Orange are forged items.

Out of a possible 12 slots, 8 of them are weapon items. Which mean you'll have a mere 4 slots to gain weapon forged. Red also are spread out all over the wheel while the orange are positioned in hard to get places. Look at Plastic, they are on the other side of the wheel and is surrounded by barrels. While the other three are located in a corner and surrounded by parts.

To make a point, I highlighed the barrels with green dots, count them. There is 5 barrels to choose from, so out of a possible 12.

5 are barrels, three are 'pistons', and four are forged items, like most gambling places, they positioned the items around so the good items are unable to be gain as well. Let's put this in percentage.

Out of 100% (near) of chance:

70%: Weapon items
33%: Forged items.

EDIT: Percentage of chance for each items.
Barrels: 78%
Pistons: 66%
Forged: 33%

You're not understanding, while it is random, the wheel will favors the weapon parts than forged item. The wheel is not programed to be totally random, it followed a mathematical path like almost programs do.

It followed the same math you get in school. "If Timmy have 6 red marbles, 4 blue marbles, and 3 yellow marbles. What is the probability of pulling out a blue marble?"
