Why is my speed so bad?

I'm paying almost $40 for a 4.5mb/s internet speed from a shit ass company called "SBC Global" that got bought out by AT&T
Currently, I can't even get speedtest.net or DSLreports to even get the tests started because my speed is so bad
We barely use any bandwidth and we have no viruses, we bought our modem/wireless adapter just last year and replaced all our old phone lines and all of our network adapter drivers are up to date
What the fuck is eating up my damn internet?!

Must be fault of your company, try change it. Also, have sure there's no one using your wireless/WiFi connection (if you have it of course).

I have comcast at my moms, and verizon at my dads. Both are fast as fuck

Ring them up and ask them to do line tests.

ALL costumer service is handled by a machine that redirects you to India

Must be fault of your company, try change it. Also, have sure there's no one using your wireless/WiFi connection (if you have it of course).

No one else is on our network, ive been running a bandwidth counter and watching all incoming/outgoing connections
The company usually throttles me when I try to torrent games after the second or so day but this has been months of literally unusable internet

If we switch to AT&T, we have to switch our TV from Dish Network to AT&T too and that would cost more
