They charge bandwidth because its the INTERNET. The Internet is the biggest thing right now, obviously. Companies use that to take advantage.
Maybe Canada and Australia use the most amount of Internet, or are using the most at the moment.

Why does Canada & Australia charge their users (internet users) based on bandwidth?
If they charged for download speed, THEY WOULD MAKE MILLIONS.

Certain sections of Canada and Australia are charged based on downloads.
So don't get all butthurt if I am not an expert on Canada.
