Think of it like this:

Kids are going to have sex with one another, whether you teach them or not. They will explore.
Kids however aren't always as curious of safe sex.
Even if teaching them of safe sex increases the numbers of sexually active teens, at least they're protected while doing it.
Your options:a) some kids with unsafe sex; b) a little bit more kids with safe sex.

LOL my school gives out "brown bags" free which contain 12-14 condoms, we have a free clinic for all the students in which we can get birth control, STD tests, Physicals, etc...
