Yes you can,through a process called file sharing,basically you get the info of someone who has the dlc,then recover the account to your xbox,go on xbox website and do the license transfer process,then install whatever you want that they own,sign out and in to your account,and you can now play it.Just remember that after you do this,the person you got the info from has to recover their account again,and they cant do this again for a little more than 4 months.

can you just download them from the internet then put it on a USP ?

No you cant,itt only works if you download the one with a license for the account

You used to be able to download dlcs without a jtag but not really anymore, besides, you need a second controller every time you used the game for it to work.

Now it's either buy it, license transfer, or jtag
