Nope. Action District had one but it was all deleted when G1 bought APB.
drakesajin from these forums has one, but he seems to have quitted since nobody had the client he was searching for.

Also a note, that is not for RTW's edition of the game. It clearly says APB:R for G1's reloaded version.
