It depends what motherboard he is getting.

If he is getting an intel based one then he should go with Nvidia, if he is getting and AMD then he should go with Radeon.

Get AMD build, it's cheaper.
Get some AMD motherboard.
AMD Phenom X4 955.
Samsung Spinpoint 1TB HDD.
Radeon 6850 or higher if you got money.
650watt PSU.
Cosair H50 or H70 for liquid cooling CPU.
A case depending on motherboard size.
8GB Corsair Vengeance RAM.
