READ before asking about item hacks

As a general rule of thumb, if you're asking for a hack regarding items (acquisition, duplication, changing quality) it doesn't work. Items are managed on the steam servers. If you wanted to hack yourself more items, you'd have to hack the steam servers, which is pretty damn illegal.

The only way you can get items via hacking is to hack the achievements (or simply join a server that allows you to farm them) and to get the item rewards from the achievement milestones. Obviously this can only be done once as you can only win an achievement one time, and only a fraction of the items in the game are available from achievement milestones.

Hacks in TF2, as with most FPS, are typically about wallhacking, aimbots, no spread, etc. as these manipulate the files on your computer--which is easier to do and not illegal insofar that it doesn't break the law (only the rules of the game).
