why is it so hard for g1 to fix matchmaking?

like this is really pissing me off. 3 times today i was in a group of all silvers and we get a group of either 3 or 4 golds to go against.. not one gold was in our group so why match us with golds? its been a long time since iv had a 4vs4 all silver match.

i HATE the match making in this game...
It is the worst.
OH, and something new I hate that they added to the game after the update:
If criminals have at least $1,500.00 of dirty money on them, the enforcers can "witness" them even if they didn't see anything... there goes the money making for criminals in the game
