There are no hacks for GTA 4
But you can use cheat codes
Enter these into your phone to activate them

Change weather 468-555-0100
Get a different selection of weapons 486-555-0150
Get a selection of weapons 486-555-0100
Raise wanted level 267-555-0150
Remove wanted level 267-555-0100
Restore armour 362-555-0100
Restore health, armor, and ammo 482-555-0100
Song information 948-555-0100
Spawn a Cognoscenti 227-555-0142
Spawn a Comet 227-555-0175
Spawn a Jetmax 938-555-0100
Spawn a Sanchez 625-555-0150

The cheats get saved into your phone so don't worry about having to constantly type them in or remember them

But on online mode ? PLS because some people have armor and sick cars as they appear

You can pick up armor.
They couldn't have gotten "new" cars because if they added custom cars, you wouldn't be able to see them
So they are just cars you haven't seen.

Clearly you haven't been on the console hacking scene long enough to understand that there are possibly no available methods of hacking any game at the moment online as there is no current custom firmware that is capable of connecting to Sony's online servers. You may possibly be able to hack GTA IV in single player mod by downloading some form of software that edits the save data but other then that @NegroTwinkie was right two months ago and is still right today.
