Its rare for nexon to IP ban anyone so your account is probally banned

If its a Banned account Then submit a Ticket. If you're IP Banned. Then Use a Proxy or something

ticket idea is crap ive sent in 4 tickets about 4 months ago and all they keep doing is sending me back auto gen emails saying they are busy with a large amount of tickets

True, but they did reply to mine in about 6-7 months. I got 20k NX from the character which had 200k NX spent on after they deleted my character.

Like everyone said, it is just your account banned.
If you have been IP banned, when you log into CA it will tell you so.
If you have been IP banned, just call up your ISP and ask them for a new IP and make a good excuse if they ask for one.
