I'm guessing this is all an exploit and not a hack. Or at least a hack the opens up an exploit. What we know about the trick is:
1) Low-end vs High-end weapons cost the same to manufacture
2) There is an initial investment in creating +15 weapons, most likely in the range of $50
- this would explain why Plus15weapons didn't want to send a sample to Nico >.> although he really should have, since it would have increased sales, but whatever.
- this also explains why multiple +15s aren't pre-manufactured
3) The process takes between 10mins-30mins
4) Plus15weapons and DewDew are currently only confirmed holders of this hack

On a side note >.> there's a person on EAST that has been selling like 10, +12-+14s this past week. I'm guessing a lot more people know this secret than just these 2.
I also think it's an enhancement rune exploit for the reasons you mentioned. He's unwilling to give Nico a free item because it would still cost him a lot of money in enhancement runes. This could also explain why he needs the deposit. However, some other guy on this forum claims the enhancement rune exploit is merely a glitch and only works to +11. I'm thinking these are two different things then. Another thing I've noticed is that if indeed this is done via enhancement rune hack, then there is a possibility that it would cost more than $500 in enhance runes to get a +15. Maybe someone who's smart can help us calculate on average, how many enhancement runes it would take to get an item to +15 (assuming the runes can work to +15 via the hack).

the way I see it, the $50 deposit is a way of establishing a line of trust. Not anyone can just say they want to buy a +15 then back out on their word. This way, if you back out, you'd have spent $50 already.
So basically he uses enhancement runes from probably +6 or +7 all the way to +15. That's how he's able to just use one weapon to make a +15. $50 worth of enhancement runes sound about right. Interesting.
No wonder some people were buying nx like crazy. "Somebody" was gobbling up all the nx that I could barey get any. ^_^
