Rebuying MW3

Well I got banned for using a private hack, so I want to get MW3 again I know how to do this in MW2 but do I need to uninstall for MW3 or something like that?

If you want to buy mw3 again you will have to create a new account on steam. You cannot buy a new key for your original account

Once a game is banned on steam. Like MW3 you HAVE to create a new account in order to play again

Not because they're not stupid, but if you really wanna play again and don't want to hack anymore they give you the chance for a new start (my thoughts)
So far I know a friend of mine bought a russian key which you will have to install MW3 russia, you simply can put the language back to english and play world wide. But it requires a different installation + russian IP.

Saying I'm not experienced with this, only googled a little and found this.

How do you know if you're banned ? It's been 24h now and I can't "connect to online services". It doesn't say I'm banned but I guess I am ??
