How to make my own console?

So I want to make a console and I just need some help knowing where to start. Here are some questions:

1. I am moderately good at Python, will that help me? (I know the if/and/or statements and some loops)
2. What language do I have to learn? (Java, C++)
3. How long would it take me if I know nothing about scripting except for a bit in Python?
4. How hard is it? (I swear, no "that's what she said" comments or I'll burn you house down. twice)
