Need Hex-Editing Program

There are so many tutorials that tell me to hex-edit certain files. What program did they use to open up the ANI_G files, like when hex-editing RoF for fullauto.
I tried opening it with Notepad, but it gives me a bunch of giberish:

You're opening the file with notepad. It is wise to use a hex editor! I recommend the HxD!

It is very easy to make a hex editing, edit game files with a hex editor is a thing of the past, it is easier to use Lith-Tech tools( Model Edit, Dtx view, Dtx Converter, Ltb to Lta, etc) of the blackangel. Search on Google for these tools, and youtube for more details!
