MW3 Sp wont start

I just reinstalled windows a week ago updated windows and reinstalled all of my programs. All of my drivers are up to date. But I am not able to play MW3 Singleplayer. I get an error saying that this game is currently unavailable please try again later. I went on the Steam Support website and tried everything it say to fix this problem but it still didn't fix it. Steam will let me run other games including MW3 multiplayer. Why is this???

Guy, have you try to make a verification of files cach ? (In property of MW3 SP)

I just tried to make a verification of files cache but when i click on it it says please exit any running games/tools but there isn't anything running WTF!

I restarted windows after installing the latest update that came out today and tried to to make a verification of files cache and it worked maybe there was something running in the background. Next time I have this problem I'll just try to make a verification of files cache so I wont need to repeat this post.
