There's no such things as a "Black market hack" since black market it all about luck there's nothing that controls the wheel so it goes by it's self but if their was something that controlled the wheel then you probably can.

There have to be something telling it that it have to go random.. or which items have to be placed and where .. so you could just give other information.

There's probably a script in which "If the wheel spins >30* give user M4 Partiot" and such but the only script the wheel would have is "Wheel spend 180*" or the highest degrees but the wheel doesn't have major scripts.

Server sided as far as I know. Possible but it's hard + you'll get in legal trouble, no doubt.
