anyways, with the new ROMS, the owners of the translations (Black and White) dont want any and everybody just handing out the ROMS so they dont like others distribution

If there are multiple stickies, then yes, you can kinda bump them to the top of the stickied threads. But since they're stickies, you aren't breaking any bump rules.

Then please explain the strange anomaly of having 2 or more stickied threads.
Yes, you can still, in term, 'bump' a stickied thread, but it only goes as far as it is: to the top of the stickied threads.

But it doesnt matter because if they havn't been bumped then they are still above all other threads
