FPS is based on how powerful your computer is. Weak Processor, Graphic Card, and RAM = Less FPS.

Ping is based on location and how well your internet is. What I mean by location, I mean how far you live from the servers. By Internet, I mean how fast your internet is.

the ping is based on your network connection and on the distance from you to game server
