Changing max stash [crims]

hello!

After last patch the max stash after u can get perm witnessed is 1500 $. But , today i witnessed guy who got 21000 $. He was giving items away.
While driving it was not a mark on him to witness.Later I talked to him and he said he has changed the max stash from 1500 to 20000, well... so my question is, do u guys heard about that ? Is it possible ? Is it possible to make ....

He told me he changed it in config , I doubt that... anyway im waiting for your answers.
