[REPEAT] How to install .Net Framework v4 on my PC ?

I haven't installed yet .Net Framework v4 on my PC.
I am currently running Windows 7 32 Bit.

Please help me. I downloaded the installer of it but the installing won't help. It always fail and leaves
a message like this:

Server Execution Failed. It always happens... >_<



Please help me. And @Temperrr suggested me that I will install it on my Windows Update. But I can't turn on my Windows Updater and always say service is not running. Please restart your PC.
I already restarted my PC atleast 10x but can't still install .Net Framework v4 via Windows Update.

I cannot really install this annoying .Net Framework v4 on my PC. What another solution can I try ?!?

Try downloading it again in a couple of hours. If that doesn't work try downloading a previous version.
