Idk after that.. Theres a huge gap between these characters and everyone else except the 5 kages. Even then, the 5 kages aren't all that strong except A and Tsunade.

Other than that, Mu, Kakashi, Guy, Gara, Onoki, the Second Mizukage, A, Orichimaru, Jaraiya, Negato, Minato, Sarutobi, Hashirama, Tobirama are all also strong ninjas


I feel sasuke needs to learn more and get his feelings straight before he get on my top list

FYI, I was planing to base the tournament of the Manga, so if you don't want to be spoiled or anything, I would read this thread, much less stay in this section.
I just noticed you didnt add any of the obvious characters shown in the Manga.

Sorry the bright orange jumpsuit, lack of any stealth or ninja techniques, and lack of well.....pretty much what ninja were kinda disqualified him.

Notables for me
*Danzo -seems anyone with a genjustu could fool him into thinking he had less eyes ready for his self genjustu.
*Sauske -Sauske is a downgrade of Itachi in everyway, no need to have a carbon copy of Itachi.
*Bee - Hasn't really killed/beat anyone. His fight with Sauske crew was good but not enough. Fight with Kisame was aight in my book.

I'll give everyone another day to post before we start the tournament.

gai uses mpgh hazx = disqualified
