Error creating accounts...

So I got banned and am trying to make a new account then i click the link in my mail I get the page with your password and all I fill it out and then this pops up There has been an error with the service. Please try reloading the page. so then i try my tablet and it tells me too many attempts.please try again later .... what's going on is it just me or are others having this issue too? any response would be helpful thanks
