aim speed drop during ADS (gamepad)? [can anyone do it?]

is there any way someone could make some kind of "hack" that will slow my aiming speed by about 30% when i ADS (i use a gamepad so it might be different from what you would have to do for a mouse)

Go to options> keybinds or so (the second option) > go to gamepad and then you can change the speed somewhere down
