You can make animations in Photoshop, but it's much easier just making a video and converting it to a GIF in Photoshop.
I started by making the it as a video in After Effects based on a template I found.
Then I combined the 2 lines of text and changed the speed and other basic details in Sony Vegas, mainly because I know Vegas better than Adobe Premier which is the Adobe version.
Finally I imported the rendered video form Vegas into Photoshop. Photoshop can automatically generate GIFs from videos.
I had to work with an alpha layer in both After Effects and Vegas, which requires some special settings, especially when rendering.
You can google yourself on how to do the things, but that is what I did.
