The enemies are not being control by real players the way we control our character, but are pre-program to only shoots when movement is detected near them or when you enter a certain zone. Thats why they are so dumb at times. I was close to 4 enemies and none shot me. Othertimes I got to close and got butted with a machine gun or a GL.
