missed his mark and the Goose being the better swimmer took full advantage of the predators awkwardness in the water.

Afaik eagles don't dive for their prey, they snatch them with their feet or something. And they achieve like 100+ kph speeds too, which makes me honestly doubt a duck could dodge that & turn the tables. Dunno though, might have just been that Blitz got reincarnated as an eagle

Yes, what you just explained would still be considered a dive though, most birds of prey have similar techniques.
Of course it's going to snatch prey with it's feet, at that speed it would more or less destroy it's beak.
To achieve the speeds you're talking of they would obviously have to change their flight trajectory to a more downward path,
hence why the term is considered "diving". The peregrine Falcon can reach speeds upwards to 250 m.p.h. in a dive.
I do agree it is strange the eagle somehow missed, my only answer to that was maybe there was a last second distraction,
or it could be an adolescent eagle that hasn't mastered his craft yet.
