All you can possibly do is obtain they're location with the correct program, Other than that the only reason someone would like to hide they're IP is if they're doing something Illegal.

You can generally track down people to their suburb and state but not so much their street address because it depends on the line & latency too.
Also DDoSing is more than possible too.

DDoS attacks are the main reason, Unsecured ports are another thing. But in terms of tracking where they live, its very hard to do. I check mine and its not even close to where I actually live.
