Nobody was in the library at the time of "explosion", witnesses only saw black smoke. So I wouldnt call it related yet as there are only reports of a fire and not a blast or any blast damage.

Ive heard some reports of a water cannon being used. Its possible that could be it, but news sources are still trying to get their stuff straightened out so its a bit cloudy.
